Stumped decoding this VIN

I acquired a rolling chassis with just an engine/tranny and a custom looking utility bed. No other sheet metal on it. I found the VIN stamped on the frame but I'm puzzled by the first three digits and wondered if someone might know what it is.

VIN: F28YKM86381

I believe its a 1972 model from the M build series with a 360(Y code), but what is an F28?

According to blueovaltech it's an F250 Styleside 4x4
