That's the way it's supposed to be. '70 and later parking lights stay on with the headlights as mandated by the Feds. The difference is in the wiring, the headlight switches are the same for all the years.

There was an article on how to modify the wiring so your park lights stay on with the headlights, but I can't find it now.
