Welder question

I have a 110V Craftsman welder I bought used at a pawn shop. When I got it I just refilled the spool of flux core wire and let a friend use it to try and weld up some exhaust pipe with it. It is convertible to a gas bottle quite easily if I can come up with the needed pieces to attatch one. The problem my friend had with using it is that the wire tends to arc when brought into contact with the grounded material without the trigger being pulled. Any ideas on what would be causing this and how I would go about fixing the problem?

Mine will do it if you just finished a tac weld then go to do another.
